Yes. Chorus is a client for Minecraft: Java Edition, not a copy of the game. You need a genuine Java Edition account from Minecraft.net, and you sign in through Microsoft's own page — the same one the official launcher uses. Chorus never sees your password, and it does not supply, share or bypass accounts.

Yes. Alongside the installer, every release ships a portable build — one executable you double-click, which writes nothing outside the usual data folder. It is the same launcher; only the packaging differs.

1.21.x, 1.20.x and 1.19.x with full support; 1.18.x and 1.16.x with the core features; and 1.8.9, kept for PvP. You pick the version in the launcher before you hit Play, and each profile remembers its own.

Chorus is not code-signed yet, so SmartScreen shows “Windows protected your PC” the first time. Choose More info, then Run anyway. If you would rather check the file first, the SHA-256 of every build is published in the download section above, and you can verify it with Get-FileHash before running anything.

Everyone else running Chorus will, on any server, with no plugin needed at either end. Players on a different client will not — there is no way for a client to show a cape to someone whose game has never heard of it.

Chorus signs in normally, so a server sees an ordinary authenticated player. What it does not do is decide a server's rules for you: whether a particular HUD module or mod is permitted is up to that server's staff, and some competitive servers restrict things that are fine everywhere else. Check the rules of the server you play on.
